How to increase main memory via texmf-defaults.ini?

Hello,

I am running miktex 2.9 and currently compiling a .tex file involving a lot
pgf/tikz figures leads to shortage of memory(tried both xelatex
filename.tex or xelatex --main-memory=5000000 filename.tex),

I know in Texlive, I can increase the default value of 'main_memory= ' in
texmf.cnf to a greater number, then update the new setting with
fmtutil-sys. So I can succeed in compiling this file.

I saw a similar entry in texmf-defaults.ini under MIKTEXROOT/miktex/config/
and I increased the default number 3000000 to 5000000, but it doesn't help,
I don't know what's the corresponding command like fmtutil-sys in texlive
to refresh new setting. I tried 'refresh FNDB' and 'update formats' in
miktex options, they didn't help.

Any ideas are greatly appreciated. Thanks.

wrong port number for FTP ??

Sorry: this is definitely not a MikTeX problem, but I don't
whom else to ask: I am in vain trying to contact an FTP
internet server (icking-music.archive.org) This has worked
comfortably before ...
I am using WinSCP . By default is gives me port number 22, but
with that WinSCP says "searching for host" , and no answer.
If I change to Port number 21, it at least says:
      " searching for host
        connecting to host ", and THEN gives up.

So do I use the wrong port number ? Or do something else  dumb ?
I am no expert on this. Can anybody help ?

PS: The same WinSCP works perfectly for
     "www.itp.uni-bremen.de" ...

I had the same problem using pdflatex. I solved with "initexmf --edit-config-file=pdflatex" adding

main_memory=6000000
extra_mem_bot=2000000
font_mem_size=2000000
